Grant Parish School Board administers Federal Programs under the Every Student Succeeds Act (ESSA) to support all seven schools across the district. This page provides families with required information about Title I Parent and Family Engagement, your rights as a Title I parent, ESSA school report cards, and services for students experiencing homelessness under the McKinney-Vento Homeless Assistance Act.
Title I — Parent & Family Engagement
Required by 20 U.S.C. §§ 6311, 6312, 6318 (Every Student Succeeds Act — Title I, Part A). The district must develop and distribute a written Parent and Family Engagement Policy with the meaningful involvement of parents and family members.
The goal of Title I and related Federal Programs is to ensure all students have a fair, equal, and significant opportunity to obtain a high-quality education. Grant Parish School Board maintains a collaborative Parent and Family Engagement Policy, reviewed and updated annually with meaningful family input.

Each Grant Parish school develops its own Parent and Family Engagement Plan and School-Parent Compact in collaboration with parents. School-level policies are available on each school’s individual page and at Open House or Parent Information Night each school year.
Find Your SchoolYour Rights as a Title I Parent
Required by 20 U.S.C. § 6312(e) (Every Student Succeeds Act). The district must provide parents, upon request, with information regarding the professional qualifications of their child’s classroom teachers and notify parents if their child has been taught by a non-certified teacher for four or more consecutive weeks.
If your child attends a Title I school, federal law grants you specific rights regarding teacher qualifications, academic achievement information, and participation in your child’s education.
Right to Know Teacher Qualifications
You have the right to request information about your child’s classroom teacher, including whether the teacher has met state licensing criteria for the grade level and subject, whether the teacher is teaching under emergency or provisional status, the teacher’s degree major and any graduate certifications, and whether your child is served by a paraprofessional and their qualifications. Contact your child’s school principal or the district office to request this information.
Right to Know Academic Achievement
You have the right to know your child’s achievement level and academic growth on each state academic assessment. Results are provided through individual LEAP 2025 score reports mailed home or reviewed at parent-teacher conferences. Individual conferences can be scheduled upon request through your child’s school.
Right to Request Meetings
You have the right to request regular meetings to formulate suggestions and participate in decisions about your child’s education. The district will respond to requests through parent conferences, family engagement activities, telephone conferences, or written responses. Contact the Federal Programs office at 318-627-3274, Ext. 1100 to make a request.
Note on the 4-week teacher notice: If your child has been taught for four or more consecutive weeks by a teacher who does not meet state certification requirements for that grade level and subject, you have the right to receive direct written notice. This notice is sent individually to affected families — it is not posted publicly. Contact your school principal or the district office at 318-627-3274 with questions.
ESSA School Report Cards
Required by 20 U.S.C. § 6311(h)(2) (Every Student Succeeds Act). The district must prepare and disseminate an annual report card that includes student achievement, graduation rates, and other performance metrics for the district and each individual school.
Federal law requires the district to make annual report cards publicly available. These are published through the Louisiana Department of Education’s Louisiana Schools portal. For a full explanation of how scores are calculated, visit our School Accountability page.

View District Report CardMcKinney-Vento — Homeless Education
Required by 42 U.S.C. § 11432(e)(6)(A) (McKinney-Vento Homeless Assistance Act) and 20 U.S.C. § 6312(c)(5) (ESSA). The district must ensure the immediate enrollment of students experiencing homelessness and provide a written dispute resolution process to families when enrollment or school selection conflicts arise.
The McKinney-Vento Act is a federal law that protects the educational rights of Pre-K–12 children and youth experiencing homelessness. Students experiencing homelessness have the right to immediate enrollment and full participation in school, even without proof of residency, school records, immunization records, or other required documentation.
Grant Parish School Board works to ensure that students experiencing homelessness receive the same educational opportunities as all other students, including support with school stability, transportation, and access to school services.

Dispute Resolution Process
If a dispute arises over school selection or enrollment, the student must be immediately enrolled in the school where enrollment is sought, pending resolution of the dispute. The dispute process may be initiated by the parent, guardian, or unaccompanied youth.
Upon dispute, families will be referred to the Homeless Liaison, provided a written explanation of the school’s decision, informed of their right to appeal, and provided a brochure stating their rights under McKinney-Vento. The Liaison will schedule an appointment within five working days of receiving the dispute notice. A written decision will be provided within five additional working days, along with notice of the right to appeal to the State Homeless Education Coordinator.

Federal Program Complaint Procedures
Required by 20 U.S.C. § 6311 (Every Student Succeeds Act). The district must establish and maintain written procedures for the receipt and resolution of complaints alleging violations in the administration of Federal Programs.
