Third Grade Literacy Proficiency
Louisiana law requires third-grade students in traditional public schools to meet reading proficiency standards before advancing to fourth grade.
Third Grade Promotion Requirements
Act 422 requires that third-grade students score above the lowest achievement level on the DIBELS 8th Edition literacy screener to be promoted to fourth grade. Students are given up to three opportunities to demonstrate proficiency: at the end of the school year, in late May, and after an optional summer learning program. Students who do not meet the standard after three attempts will not advance to fourth grade and will be screened for dyslexia prior to retention.
Parents play an important role in their child’s literacy growth. Contact your child’s teacher to discuss screener results and available support, and explore ways to build strong reading habits at home.
Steve Carter Tutoring Program
Free tutoring vouchers are available to eligible Grant Parish students through a state-funded program.
$1,500 Tutoring Vouchers for Eligible K–12 Students
The Steve Carter Tutoring Program provides $1,500 digital vouchers to families of eligible K–12 public school students to use for high-quality literacy and math tutoring. Tutoring can take place in-person or virtually, outside of the school day. Students who score below proficiency in reading or math on state assessments are eligible for the program.
To apply, families will need their child’s 10-digit Louisiana Student ID (LASID) number, which can be obtained from their child’s school. Once registered and approved, families select from a list of state-approved tutoring providers through the program portal.

Louisiana Student Standards
Louisiana Student Standards outline what students are expected to know and be able to do at each grade level. Families can use these standards to better understand grade-level learning goals in subjects such as English language arts, math, science, and social studies.
Louisiana Literacy Library
The Louisiana Literacy Library includes grade-level reading activities, family engagement guides, and practical tools to support strong readers at home. Resources are organized by age group and designed for families to use together.
Great Minds Eureka Math2
Great Minds provides family engagement resources for Eureka Math2, including information about student materials, Family Math letters, practice resources, digital access, and ways families can support math learning at home.
