 BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN

AT A REGULAR MEETING HELD ON TUESDAY, JUNE 6, 2023

The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Tuesday, June 6, 2023 at 6:00 o’clock P.M.

            There were present Mr. Lloyd Whitman, Mr. Mason Briggs, Mrs. Lisa Roberts, Mrs. Karen Layton and Mr. William “Bill†Riggs. Mrs. Brouillette, Mr. Mike Slaughter and Mrs. Deborah “Debbie†McFarland were absent.

            Dr. Erin Stokes, Secretary-Treasurer was also present.

            The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Mrs. Lisa Roberts, President of the Grant Parish School Board, who then stated that the Grant Parish School Board was ready to transact any business which may come before the Board.

Motion by Mr. Whitman, seconded by Mrs. Mrs. Layton and unanimously approved the May 2, 2023 Regular Meeting Minutes and the May 16, 2023 Special Meeting Minutes.

Recognize:

Jaxson Grindstaff – State Rally Winner – Environmental Science – Montgomery High School.

Grant High School Students, Nathan Monroe and Christian Guffey – FFA State Championship in Small Engines at the FFA State Spring Career Development Event. Sponsors: Heath Lucus, Kurtlyn Kerry and Aiyana Bell.

Motion by Mr. Riggs, seconded by Mr. Briggs and unanimously approved a request for an out of state trip for Grant High FFA State Championship in Small Engines to tour Caterpillar Heavy Equipment Factory and the Caterpillar Museum in Illinois, depart June 26, 2023 and return June 29, 2023

Rob Cowan with Brown & Brown Insurance to give update on Property Insurance Quotes.

Motion by Mr. Whitman, seconded by Mr. Riggs and unanimously approved to schedule a Special Board Meeting on Thursday, June 22, 2023 at 6:00PM.

Benjamin “BJ†Colvin, FNP-BC with Montgomery Family Clinic – Report.

No one signed in to be recognized.

Retirements:

Terrie Brister – Bus Driver at Verda Elementary, effective May 23, 2023, she was not present. Elizabeth “Hope” Deen – Teacher at Montgomery High School, effective June 1, 2023, she was not present. Elizabeth “Nadine” Edwards – Teacher at Pollock Elementary School, effective June 2, 2023, she was not present. Michelle Kling – Teacher at South Grant, effective May 23, 2023. Susan Teddlie – Guidance Counselor at Central Office, effective June 2, 2023.

Construction Committee:

Mr. Scott Gaspard, Gaspard Construction Services, Grant Parish School Board Construction Manager, updated the Board Members on Construction.

Motion by Mr. Riggs, seconded by Mr. Briggs and unanimously approved to accept Mr. Gaspard’s report.

Motion by Riggs, seconded by Mr. Briggs and unanimously approved to discuss and approved Grant Jr. High / Grant High (Proposed Change Order #1): damaged ceiling tiles to be replaced caused by the extensive roof damage. The Grant High floor requires a refinish to repair water damaged areas payable to Pat Williams Construction in the amount of $45,566.00.

Notice is hereby given that at its meeting to be held on Tuesday, July 11, 2023 at

6:00 p.m. at its regular meeting place, the Grant Parish School Board Office, 512 Main Street, Colfax, Louisiana, the Parish School Board of the Parish of Grant, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in the Parish of Grant to authorize the renewal of an ad valorem tax therein.

Motion by Mr. Whitman, seconded by Mrs. Layton and unanimously approved Consider approving Pay Application #2 for Montgomery High School payable to JM Lyons Construction, LLC in the amount of $157,670.08.

Motion by Mr. Whitman, seconded by Mrs. Layton and unanimously approved Consider approving Pay Application #4 for Grant High School payable to Terry’s Roofing and Sheet Metal, Inc. in the amount of $43,505.25.

Motion by Mr. Whitman, seconded by Mrs. Layton and unanimously approved Consider approving Pay Application #7 for Verda Elementary School Renovations payable Tudor, Inc. in the amount of $91,703.00.

Motion by Mr. Whitman, seconded by Mrs. Layton and unanimously approved Consider approving Pay Application #2 for Grant Jr. High Repairs payable to Pat Williams Construction, LLC in the amount of $40,770.00.

Motion by Mrs. Layton, seconded by Mr. Whitman and unanimously approved Consider approving Invoice #4 for Montgomery High Renovations payable to Barron Heinberg & Brocato Architects and Engineers in the amount of $3,454.94.

Motion by Mrs. Layton, seconded by Mr. Whitman and unanimously approved Consider approving Invoice #7 for Verda Elementary Renovations payable to Barron Heinberg & Brocato Architects and Engineers in the amount of $3,677.98.

Motion by Mrs. Layton, seconded by Mr. Whitman and unanimously approved Consider approving Invoice #1 for Colfax Elementary Design Services performed by Barron Heinberg & Brocato Architects and Engineers in the amount of $151,653.90.

Motion by Mr. Riggs, seconded by Mrs. Layton and unanimously received and approved Job Description for Child Nutrition Supervisor that has been revised to align with the qualification in Bulletin 746.

Motion by Mrs. Layton, seconded by Mr. Whitman and unanimously approved preliminary approval of the 2023-2024 General Fund Operation Budget.

Motion by Mrs. Layton, seconded by Mr. Whitman and unanimously approved preliminary approval of the 2023-2024 Parishwide and District Budgets.

Motion by Mrs. Layton, seconded by Mr. Whitman and unanimously approved preliminary approval of the 2023-2024 Lunch Fund Budget.

Motion by Mrs. Layton, seconded by Mr. Whitman and unanimously approved all other 2023-2024 Budgets.

            Superintendent Stokes told the board that Mr. Teddlie and staff have been very helpful.

            The Superintendent discussed with the board members Personnel Report, Financial Report, Student Count and Southern Region Leadership Conference – July 16-18. 2023 – Hot Springs Arkansas. Mrs. Shana Delrie, Elementary Supervisor gave a report on Coordinated Enrollment for Early Childhood Network.

Motion by Mr. Whitman, seconded by Mrs. Layton and unanimously approved adjourning the meeting.
